Plans of the City of Saint Joseph, in conjunction with the police department, are realized with the Monday night vote of the City Council to allow red light cameras at intersections deemed as dangerous. An outspoken opponent of red light cameras, as regularly implemented, is Republican Missouri Senator Jim Lembke. I spoke with him following the Saint Joseph City Council decision.

AS THE STATE OF KANSAS STRUGGLES WITH A MASSIVE HOLE IN IT'S BUDGET, LAWMAKERS TURN THEIR ATTENTION TO OUTLAWING AN INCENSE/POTPOURRI PRODUCT WHICH SOME TEENS HAVE APPARENTLY DECIDED TO SMOKE. THE HOUSE HAS GIVEN PRELIMINARY APPROVAL TO A BILL THAT WOULD MAKE THE K2 MIXTURE ILLEGAL, WITH KANSAS TO BECOME THE FIRST STATE TO DO SO. THE CLAIM IS MADE THAT TEENAGERS ARE TRYING TO GET HIGH OFF THE SUBSTANCE. YESTERDAY, THE HOUSE ADVANCED THE BILL, WHICH WOULD ADD TWO CHEMICALS FOUND IN K2 TO THE STATE'S CONTROLLED SUBSTANCES LIST, AND MAKE POSSESSION OF THE POTPOURRI LIKE PRODUCT A MISDEMEANOR, BECAUSE SOME HAVE CHOSEN TO SMOKE IT-INCLUDING ADULTS-CITING MEDICINAL PURPOSES. THE LEGISLATION EARLIER WAS ADVANCED BY THE SENATE-BUT ONE LONE VOICE-4TH DISTRICT DEMOCRATIC SENATOR DAVID HALEY, OF KANSAS CITY KANSAS, VOTED NO, SAYING THAT MAKING A NEW LAW CRIMINALIZING AN UNSTUDIED SUBSTANCE IS THE WRONG WAY TO GO:
